Read-only imported sources and import runs are evidence. Reviews and learnings are derivative interpretations — Approval System owns human decisions (ADR-614). Never sends email, never mutates the CRM/contacts, never writes Shopify, and never promotes into Phase 7 Learning Loop.

Start performance review (Workflow Engine)

Requires an email campaign package plus at least one source ID from the evidence list. Posts to POST /api/email-crm/performance/review — never calls an ESP/CRM from the browser.
